Libby McCraw

Libby assumed the role of Chief Executive Officer of Partners Health Management in August 2024, after serving several years as the Chief Operating Officer. Libby received her undergraduate degree from Meredith College in Raleigh and her MBA from the McColl School of Business at Queens University. Libby has more than 20 years of acute care/physical health experience and five years of experience in a managed care organization, and is responsible for all operations of Partners Health Management, including but not limited to, provider network management, Operations Team leadership, Tailored Plan implementation, and strategic plan development. As a lifelong resident of North Carolina, Libby remains committed to Improving Lives and Strengthening Communities for the members we serve.
Partners Health Management is a local managed care organization (LME/MCO), providing access to care for individuals in 15 counties of central and western North Carolina with the most complex healthcare needs. Partners manages Medicaid, and state and local funding for intellectual/developmental disabilities, mental health, substance use disorder, and traumatic brain injury (MH/SUD/IDD/TBI) services in our covered areas. Effective July 1, 2024, Partners now operates one of North Carolina’s four Tailored Plans and will manage their members’ physical health and pharmacy services in addition to their behavioral health, IDD, and TBI services.
